BERLIN, Sept. I.—(AP)—
The German high
commandannounceS that motorized
units of the German army had
entered Warsaw.
As bitter warfare continued in
Europe President Roosevelt this morning proclaimed a state of limited
national emergency for the United States.
He said the action was taken to
strengthen United States neutrality in the European war and to bolster national
defenses within, the limits of peace time authorizations. . .
Mr. Roosevelt declared that he was
acting under his emergency powers which repose in-a number of statutes. He did
not specify the exact laws under which his proclamation was .issued.

Reminded of a big responsibility
thrust upon them, members of the American. Legion were told last
night, that veterans must exercise tolerance, patience and eternal
vigilance to keep the U. S. out of
the maelstrom of foreign war. "Forget nationalities,
submerge prejudices.
"Talk America, think America
and always' act for the best interests of America.
Such was the message brought to
Racine last night by Frank Greeny a, new elected commander of-the
Wisconsin department of the American Legion.
