WASHINGTON, Feb. 13.—
(TP)—The two top officials of the selective service system.
Manpower Commissioner Mcnutt and Selective Service Director
Hershey told the American people by radio tonight
that no able-bodied man between 18 and 38 years of age
can't hope to escape military service unless his work is absolutely
essential and he is irreplaceable.

Russian Offensive Drives Almost Into
Suburbs of Great Ukranian Center
MOSCOW, Feb. 13.-(TP)-Red army troops closed in on
Kharkov tonight—driving almost into the suburbs of the great
industrial city of the Ukraine.

ROSTOV seems doomed to fall back into Russian hands and'
conditions elsewhere along the Russian front were not good for
the future of the German Wehrmacht.
As the Red drive continued the world pondered President Roose-
velt's Friday speech. No doubt Tokyo was somewhat impressed
by the vigor of FDR's words and perhaps the Oriental segacity
Nipponese were preparing for the rain of death and destruction
which they momentarily expected to drop from the heaven's as
promised by Roosevelt..
