Shells at Installation Near Shore
Attack Aims at California Refinery;
',SANTA BARBARA, Cal., Feb. 23 (AP)—A large submarine
which appeared a mile off Goleta, Cal., some seven miles north of
here, at 7:10 p. m., fired approximately 15 shells from a deck gun,
with damage to only one oil well, a navy source disclosed.

WASHINGTON, Feb. 23 (.?>)—President Roosevelt said Monday
night that America had been "compelled to yield ground" to
its enemies, but he added that, with constantly increasing production,
the allies would, take the offensive soon and drive on to
victory.
